Can some one translate this for me please
The vehicle must be fitted with a split (dual) circuit brake system
with each part of the system operating on at least two wheels (one
on each side), capable of operating in the event of a failure of the
service brake or its power assistance.
I am running a floor mounted pedal box so was going to only fit one cylinder with single outlet and tee off for rears and fronts until iva passed
then fit second this bias bar etc will this be allowed

What you intend to do won't pass. If the seal in your master cylinder fails then you have no brakes.
It has to be either a twin cylinder bias-bar set up or a tandem master cylinder (as on tin-tops) with seperate outlets for front and rear brakes. That
way if one seal fails you still have 1/2 the system working.

The split means 2 fronts and 2 rears on seperate circuits or FL/RR + FR/RL. At leat it used to
Mines a Sierra MC with single line to a 'T' for the fronts and second to a 'T' at the back axle for the rears. (The 3rd connection
on my MC has a bleed nipple on it)
So for your setup you will need a second MC.
