Been like that for years.... I had an inspection when mine was SVA'd... nothing new, amazed people still dont know about it.

DVLA inspected mine in 2006. Even took photos including the VIN area (closeup there)
Its their check to help stop and preventing false registrations, ringed cars etc etc.
Remember VOSA and the IVA check is all about the vehicle meeting the standards, build quality, and regulations for being allowed on the road.
VOSA do inspect for the Vehicle Identity Check (VIC) But thats a different examination to the IVA (SVA in my day).
Also they expect you to register it at the DVLA office that serves your home town.
My DVLA Office is Peterborough, and that would have meant using Nottingham as the VOSA centre.
I used Chelmsford as it was about the same distance away, AND they had a DVLA office 1 mile form the VOSA centre.
They asked a LOT of questions why I was not using the Peterborough office.
Mind you a well reasoned arguement, and a SVA pass with the ink barely dry, and "well you are 1 mile from the VOSA centre" won the day, but
they didnt like it.
Its all about scammers, and false, ringed and generally hookey cars being registered, and them cracking down on it.
Makes sense, but just one more hoop for the law abiding to jump through.
What are they going to do when the local DVLA centres are closed? The DVLA will have to inspect the car at the VOSA centre, accept the IVA certificate as enough proof of identity or insist that you take your car to Swansea . Don't laugh it could happen.
Hmm I was wondering what is going to happen, went to Peterborough a couple of months ago and the staff were talking about closing. Surely we won't have to go to Swansea!
I took mine to borehamwood a few months ago and there were leaflets and petitions about all the local offices closing down. To be fair i think they should be shut, the staff even the managers were completly useless and some even rude. It was a complete waste of time and money taking it for an inspection as everything was already checked by the IVA tester. Do VOSA and the DVLA not trust each other? God help you guys trying to register your cars after they have shut though.
Done a little more digging.
VOSA already do vehicle inspections for DVLA, they issue Vehicle inspection Certificates (VIC) for
insurance right off's to be able to be put back on the road.
In the draft paper for the closure of DVLA LO's there is this:

11.43. Vehicle inspections are used to underpin registration and licensing functions. In 2011/12,
the LOs conducted the following inspections:
CT Related 3,552
Kit/Rebuilt Vehicles 1,166
Centralised Referrals 3,785
Trade Plate Related 3,546
Others 6,273
TOTAL 18,322
11.44. It is proposed that these inspections will be carried out by VOSA.

That's fab but vosa are considering the shutdown of.their test centres. We are all doomed
Some people are mislead by this as it applies to vehicles that undergo the full IVA refered to by the DVLA and VOSA as IVA whereas most kit car builders build from a used donor this is known as a kit conversion by the DVLA and VOSA and as such kit conversions are subject to the BIVA where the DVLA still require an independant inspection to confirm mainly that the parts that came from a donor have been used in the build and to log the details of the kit conversion. This is to ensure the donor has/is not being used in ringing. Pictures will now be recorded as a means of helping to eliminate future ringing. Vic checks will also be recording picture data in the near future for the same reasons.
