Will a harness that is out of FIA date still pass an iva ?

Pretty sure thats only relevant for competition use and IVA will only test for function and condition.

I raised the same question in a post the other day. The answer was that, in theory they should accept an out of date FIA harness, in practice some testers are a bit reluctant, so its always best to check with your local test center first before risking failing the test.
