Will a car pass IVA if using something like these with toggle switches?

Yes, as long as the radius is 2.5 mm (5mm OD).
If you need 5, they are cheaper from the USA. -
( Unless the customs get hold of them and charge you import duty.)

Cheers. Thinking of using the switch surrounds from a modern mini.
I've got a "spare" set of modern mini-type switches - it's the mini surround and loops that i removed and sprayed plain black, but with illuminated toggle switches (*two green, one blue and three red from memory*) in place of the silver OE items. I decided to change to savage switches instead, if you're interested? Only really after what it owes me, happy to send you some pics if you like....
This is my dash with those switch guards fitted. You can get them from this guy in the states alot cheaper than cbs and they are the exact same
thing. Go for the polished $6.99 ones as the $6.00 ones are only 4mm wide and will fail the radius test.
