Is it legal to use the old style number plaes (black and silver) on a q plated vehicle,? is a q plate non age related?

No,

It's a date related thing, if the car is registered after '75 (from memory) it has to use white and yellow

If it was numbers only it was probably from Guernsey, where the reflective plates are not mandatory

yep,

guernsey use just numbers in white on a black plate.

jersey use J followed by a number and I think they use white/yellow plates.
