Is it ok to use cable ties to attach the flexible fuel lines to the 25mm box sections of the chasis?

I'd say no.
The cable tie will chafe through.
I used rubber lined P-Clips to keep them secure.
Agreed, P clips would be the better option but playing Devil's advocate here - why would cable ties chafe if they were tightly fixed?

When my car was SVA'd the inspector was telling me that he'd seen some of the rigid brake pipes on a Caterham CSR secured with cable ties.
He felt it was not ideal, but said secured is secured.
I used plastic P clips myself for brakes and fuel and they passed OK, although I used rigid lines wherever possible and kept flexible lines as short
as possible so they didn't need securing.
