No confidence in the DVLA? Really? And I always thought that they were great

Its just another attempt to get closer to a police state where the government will know exactly the location of any individual at any time and exactly what speed they are doing, and probably who they are with.
ah but when you get speeding/parking tickets for a place you have never been they will say"it cant happen,must have been you"
the person owning the car should be registered using a number instead of issuing the vehicle with it's own number. If you were allocated a number like your NI number and your vehicles were marked with it till sold then they took their new owner's number it would solve it.

The number plate system that has just been "harmonised" across Europe and seems perfectly adequate in other countries! I think this is a
revenue problem rather than a major criminal problem. Time they just gave up with speed cameras for enforcement and put up more of those signs that
flash your speed when exceeding the limit, from what I have seen these are very effective at making people slow down and stay slow for longer periods
than a camera where people brake just before the camera and accellerate after they have crossed all the lines in the road!
The other alternative is to review speed limits and increase them where the flow of traffic is generally faster than the current limit. There are way
too many 4 lane roads with minimal pedestrian traffic with 300 limits and many locations where 50 limits have been imposed on otherwise 70 MPH roads
in the vicinithy of cameras. At the junction betwen the M9 and M8 there is an underpass with a 50 limit and a speed camera at the bottom of the dip
behind one of the bridge columns. This cannot be an accident blackspot as the limit and camera were installed at the time the road opened!

To be fair - you have to be blind to miss that one though eh? I does leave very little faith in anything the government does... whether it's for
legitimate reasons or not!

Same in Belgium (or used to be) Drivers are issued with licence plates ( made in prison workshops 
) and when a car is sold, the plate is
transferred to the new car. But yes, they could be cloned even though there was an official stamp embossed on the plate.
Actually, when last seen, my Belgian plates were fixed to a TV News hire car in Serbia - there was a good reason for that, at the time.
