Which is best?

Send off the forms in the post with documentation, etc. Wait for reply then arrange inspection with them.

or

Turn up at the office with the paperwork and the car.

If your local DVLA is anything like ours it will be a waste of time turning up as " The inspector is away on holiday/leave/ill" etc
