hi all, are E11 marked lights ok for sva?

Can't tell just from that. E means passed for Europe, 11 refers to the country it was tested in. E11 is UK so chances are pretty good but not guaranteed.

Do they have an arrow showing which way they dip?

Lights do NOT need to be E marked for SVA providing they have the same characteristics as a light that is - that goes for all lights including headlights

They are not OK as they have a flat beam pattern. They are motorcycle headlights and that's the use for which the E mark approval refers to.

CBS should be clearer that they are not road legal for cars IMO.
