Yes you can have DVLA inspection before SVA

I had mine after sva, drove it into the garage, the guy took the chassis number and then said right your all done, i'll just get your chit

Worth getting it done as early as poss then saves hassle getting it done once SVA sorted. I had the engine in the chassis and some wheels fitted, at this stage they can decide if you will get a age related, new or Q plate.
