SVA and handbrake rules?

I know that the handbrake must achieve 18% braking or lock up....

But does that 18% have to occur in a certain amount of handbrake travel?

I can get the wheels to lock up but it requires a fair movement of the lever (90% movement to lock the wheels)....Is that going to be acceptable?

Should be fine- IIRC there's nothing saying at one stage of throw it has to happen. Certainly on my car you have to hoick it up quite a lot to get significant stoppage and it passed SVA fine.

as long as the hand brake has reserve travel and not hit the stop it should be ok try tweeking it up a bit for sva then back it off for every day use

MOT rules state that the handbrake must not be at maximum travel. I imgaine SVA would be the same.
