SVA Immobiliser requirement question

For SVA purposes am I correct in thinking that an engine immobiliser must be fitted in addition to the steering lock/ignition switch?

I have read the sva manual, but I just want to clarify.

No, you don't need anything extra - steering lock is sufficient to provide the 'second security device'.

Standard key lock is enough, one turn for the switch and another turn for the lock.
