Front indicator position measured from?

where is the front indicator position 400mm measured to? the outer edge of the light surface, the inner edge or the centre, ie: is it on the lenient side or does the whole light surface need to be within 400mm

Just remember they use the widest point of the car to measure the 400mm from - that can be the rear wheel arches and has caught many people out who measured from the front arches!!
