I seem to remember you used to be able to get a pad type thing to make a steering wheel SVA happy, only thing that I can find atm is
this which is bloody pricey, and might not fit.

Probably safer to fit sierra wheel, at least you know it will pass and i dont think you need a parcel shelf.
How long can i resist the temptation to drop a V8 in?

Make some padding up and fit it all around the spokes and it should pass.

If using an aftermarket steering wheel, as well as being padded, it also needs to be mounted on a collapsable boss (to mimic the ability of the Sierra
wheel to deform in a crash.) Otherwise, fit the Sierra wheel.
Provided all the exposed edges have the req'd radii then you should be fine with the boot area being exposed. (Although I fitted a boot cover,
examiner still wanted to look under it at my SVA.)
Alas, can't help with your emissions query, (My 'blade is a '94 and so no cat req'd at my test)

Without seeing the steering wheel design it's almost impossible to say whether it will fail or not. It will fail if not on a collapsible boss
though. I have one of those pads, but not knowing where you are in the UK & again wheel design I don't know if it will fit.
