Is main beam needed?

Just looking through the IVA manual and the only references i can find to main beam are:

quote:

Headlamps should not be compared for brightness, but should emit sufficient light to illuminate the road in front of the vehicle on both main and dipped beams.



and:

quote:

For the purposes of the test, lamps that are intended to illuminate the road forward of the vehicle are considered to be either; a. main beam headlamps (including spot lamps and driving lamps) b. dipped beam headlamps, or c. front fog lamps.



So are they needed for IVA?
