Is it possible to use a road legal registered Kit car as a donor to make another?

No reason why you can't IMHO

Providing you re IVA the newly constructed car, there is no reason not to use the parts from another kit.
Much has been written on the use of old kits to avoid IVA, e.g. having a newly constructed MK in use and registered as a 1982 Dutton Pheaton.......
