DVLA, do i need an MOT?
Hi Guys,
Maybe getting ahead of myself here, but IVA retest on Thurs and gearing up to getting the beast on the road!
When i spoke to DVLA previously, he told me that because i will be on a Q plate, the car is essentially registered as a used vehicle, so he said that
along with IVA cert, i would also need an MOT, is this correct?

so maybe a bit more info...
My car is built from various donor parts but no V5 or anything so definitely a Q plate.
So if it's a "no" does that mean i do register as a "used vehicle" but just don't need an MOT?

I don't understand the term 'used vehicle'. Even a Q plate car isn't a 'used vehicle', it is simply a car that
uses parts from an unknown origin. It's still a new car registration and therefore it'll be three years before it needs an MOT.
Is this another example of the DVLA not understanding their own rules?

IVA is effectively an MOT plus, if DVLA register it properly then it shows first registered as year of IVA pass
Some local DVLA offices did demand MOT after first year but not many

This is a grey are though, and been discussed to death with no definive answer - typical of the hit and miss DVLA/VOSA/C&U regulations that often
contradict each other.
You technically should have 3 years as the rules state (Road traffic act).
....the motor vehicles to which this section applies at any time are—
a)those first registered under the Vehicle Excise and Registration Act 1994 or any corresponding earlier legislation not less than three years before
that time, and .
(b)those which, having a date of manufacture not less than three years before that time, have been used on roads (whether in Great Britain or
elsewhere) before being so registered,
The issue is that after registration with a age ralate or Q plate, its been known for the V5c to contain 2 dates - Date of first registration, and
date of first registration/use in the UK.
Its common for the donors cars registration date to be retained in one of the the above parts, and the kit cars registration date in the first
registered in the other, meaning, the 2nd paragraph of the above law takes presidence, and the apply the date of 1st registration.
Some older V5s had it in the notes, that stated
'registered and/or used, delcared manufactured in 19**'
Then the 'first registered date' was the date of the kits registration.

You register it using either form v55/4 or v55/5 as anew vehicle. One is for built with new parts for a new reg' and the other is from donor
parts for an age related reg. If you fair to meet the criterior then both applications fall back to a Q. You can order the forms onlineand they send
both. The front page of the forms include a list of what you have to supply with it and an MOT isn't included.

But saying all the above, i had to get one before they would accept my paperwork in the Reading DVLA office 2 years ago.
No need for MOT though when new tax discs been renewed.
So it depends on who you get !!
