MOT Emissions

I have just come across this post from another list which might be helpful, especially those wih a Q plate and have the emissions on the V5.

Back in 2003, I had some discussions with the Vehicle Inspectorate regarding MOT emissions testing as it appeared the regulations had been changed and back dated to 1998. The outcome was that the emissions criteria hadn't been changed, but some of the wording and the flow charts in the MOT Inspection Manual had been updated. These changes were made as many MOT testers were testing the emissions incorrectly, particularly on kit cars that had been required to pass an SVA.

Originally, the breakout box in the Inspection Manual stated that all kit cars were to be treated as being first used before 1 August 1975. However the August 2004 update changed it to state:

"For emissions purposes only, kit cars and amateur built
vehicles first used before 1 August 1998 and Wankel
rotary-engined vehicles first used before 1 August 1987
are to be considered first used before 1 August 1975.
Kit cars and amateur built vehicles first used on or after
1 August 1998 ("S" reg) are required to obtain Single
Vehicle Approval and should be tested to the limits
stated on the registration document."

The date of first use for a kit car is defined as the date of registration on its V5, and not the age of the donor.

In my case, this is 2001, despite the donor being an 89F car. Therefore 99% of our Tigers are subject to the second part of the statement which states the tester should use the limits listed on the V5.

As VRO's seem to vary in what information they pass on to the DVLA when you register your car, you may well find that your V5 is like mine and doesn't state any emissions limits that were required at SVA. If this is the case, the MOT tester should test the emissions to the age of the engine and will require proof of the engine age, similar to that as required for the SVA, in order to apply the correct criteria.


Despite all of this, it still seems pretty much down to the tester as to how the emissions are actually tested.

The above information is correct except that it misses the first part of the instructions to testers which states with regard to Q plates.

"For the purpose of emissions testing only all these vehicles are considered as first used before 1st August 1975,regardless of when they were made. Therefore you will only need to carry out a visual check on these vehicles." The document is dated October 2004.

I have the document that I can send to anyone that wants it but it is probably too big to upload.

and also the mot is computer controlled, it will be tested to what the computer tells them to.

The MOT computer system no longer gives emmisions data for the testers use and has'nt for quite some time
