What format does he need?

A letter from ford?

What figure does he need ?

It is a 1.8 Zetec on DHLA Dellroto Carbs.

Don't think he needs max power, just the revs at which max power is generated. This is used for the noise test. (I'd put 5 or 5.5k)

I'd have thought he would find it hard to argue with the figure given in Haynes mondeo manual (despite it being on carbs rather than injection) both for power and revs it was generated at. Sorry mine is at the other end of the country from me right now.

As said the lower the better on RPM without taking the p*ss.
