will I need a cat for sva??even if I get allocated aq plate? engine is 98.

Yes.
SVA emmisions test is based on the age of the engine and 98 is well after the cut off date around 1 Aug 92 IIRC.
98 will certainly need a cat.
MOT emmisions tests come 3 years after registration so lots of people fit cats just for the SVA.

SVA section 18
Pre 75 - Visual
1 Aug 75 - 31 Jul 86: 4.5% CO, HC 1200
1 Aug 86 - 31 Jul 92: 3.5% CO, HC 1200
Post 1 Aug 92: 0.3% CO, HC 200 plus lambda & idle tests (i.e. CAT required)
Based on the "effective date" which is the date the vehicle was manufactured or for a re-built car is "1 Jan preceeding the year in
which the engine was maufactured"
Q plate or Age related plate comes after SVA but does determine the MOT test.
So if your engine is 98 you will need a cat to meet the much tougher standards listed above post Aug92

No, you're not mistaken. Post 1st August 1995 engines are tested on stricter emissions.
