Toggle switches & SVA?
Do toggle switches needs guards to pass SVA?

Yes - unless of course you fit them within the exempt area around the steering wheel

depends where you put the switched. within a certain area of the steering wheel they're fine, also, anywhere to the right of the wheel is fine
too. its all in the manual
