Maximum design speed
What was maximum road speed of a 1.6 Sierra L ? ( For IVA form obviously )
I'm addicted to brake fluid, but I can stop anytime.

Max road speed from the form is only used to check the tyres are rated to cope with the speed and that the speedo reads that high (theoretically).
Put 120 which gives enough spare on H rated tyres. Go too low and they'll object, knowing roughly what these cars will do.

Think it's my underpants that would be the limiting factor at 120 
Speedo goes to 100 so I'll put that.

bit low they might not like that I set to 118mph... It has nothing to do with the speedo, just tire rating as above..

Do a speed calculation:
(Some thing like - max revs, times/divided by 5th gear ratio times/divide by final drive times/divide by tyre circumference.)
or try http://www.tran-x.com/spd-calulator.html
Its likely to be over 100, so you either set your rev limit lower (Designing out the top speed) or you will need a new speedo.
(ps the speedo may display a 100 figure, but may have additional marking for 110 or 120, so this may be enugh to comply.)

If the last mark on the speedo (where the needle hits the stop) is past the last marked increment (100mph in your case), then this is allowed to be
your max speed as long as it's no more than 19mph above the last marked increment (100mph).
In other words you'd be OK putting 118mph. That'd be OK for tyres and not too low for them to object.
