electric hand brake

been searching on here, but can't find the answer, can i retro fit a ford Smax handbrake setup to a kit and get it through IVA, its a mechanical set up, but works off a button, once brakes are on, i believe it needs electric to release, so can't let its self off if battery goes flat, what does the book say
