Not sure how it works for Belgium, but I think there have been a number of people from the Netherlands who have done it like this:
Buy kit in the UK and take back home
Build car in NL (with UK-spec headlights, i.e. dipping to the left)
Transport it to the UK and get it SVAd
Register it in the UK (I think)
Take back to NL, put on right-dipping headlights and re-register it.
I think all EU countries have to recognise cars tested to the appropriate standard in all other EU countries, even if they don't specifically
have their own kit car schemes.
Good luck!
I just found this thread... you could try contacting some of the guys in NL:

This is what I'm doing for Portugal - where there is no singla car approval.
There will be a EU directive implemented until 2007 that has the equivellent to UK's SVA.

I concur!
I agree with Humbug.
Just don't try to buy the documents off an old Kit in the UK and try to use them. It will lead to a criminal record and possibly a short time
inside!! The police/DVLA/VOSA have cottoned on to what folks are doing to avoid the SVA!!

Oracle Cars, located in Lokeren, is the only belgian company (in my knowledge) who can help in this kind of operation.

Contact the bloke called Eric (I think he's the boss, not sure) at 09 349 16 55.
I don't know where you are, I'm in Liège and would be happy to meet you.
