Light height measurements with man in or out?

Ive wound up the rear shocks on the indy, and the rear reflectors are about 15mm above the 350mm minimum height, but with someone sitting in the car its pretty marginal. I cant really wind the shocks up anymore without it getting silly,

Do they do the height measurements with someone in the car or without? I'm hoping without due to the fact that everyone weighs a different amount so it would be unfair.

Since the tester has to measure it, just make sure you step out before he gets the tape out. Or eat less pies.
