E mark on lamps

this was asked somewhere else "Do all lights on a vehicle need to be "E" marked to pass SVA?"

I thought it was yes but it seems no providing you can prove the birghtness meets the specs - anyone know who is right?

I believe the second is strictly correct, but proving brightness and angles, bleedthrough etc. are suitable could be rather difficult depending on the tester.

Easier and possibly cheaper just to get proven e-marked lights.

Doesn't have to be E marked but you do have to prove they meet the standards, how you do that is another thing!
