Hi do I have to cover the under side of the dash so no wires are showing or can they just be cliped up out of the way so you carn't touch them

If they are tucked out of the way and enclosed in conduit or spiral wrap you should be ok. If you can post a pic then I am sure we can confirm.

As Razman says, as long as they are well out of the way and secure you should be OK.
I secured my wiring but decided to make a panel for visual neatness as well as keeping the SVA man's ball away . I used a piece of plastic
bath panel, cut out for the steering column etc. and covered in blue fablon to matchthe bodywork. The panel is held in place by flexing and resting on
the rolled botom edge of the dash.

Mine is all tidied away with conduit, and a nice piece od grey carpet pinned underneath with plastic expanding trim clips (ask for astra4 bumper clips
at vauxhall, they are about 12p each!)
