I believe it is to be at least 8, to a maximum of 17 digits, that should be OK.

It doesn't have to be 17 digits but it will make the DVLA happy (and make registration easier). They tried to persuade me it had to be 17 characters until I asked what they did about foreign imports.....
It has to be a number which is unlikely to be on any other car so XXXXXXXXA1 probably wouldn't pass.
Personally I'd stick a LOCOST on the end.
Then it'd be 17 digits and everyone should be happy.

What about the size of the letters and how located?

Is an ali plate with punched letters the way to go?

Min 4mm letters, and in an easily visible position
Ally plate rivetted on was fine for my SVA/DVLA, though this varys, see recent thread, http://www.locostbuilders.co.uk/viewthread.php?tid=67813
