Wandering explorer.

Just inherited a desktop from an old chap who hates it. Running XP Pro fairly basic but adequate machine. Explorer wanders all over the place. Doesn't seem to take any notice of the address typed in the address bar. Lots of messages saying things are critical and go to some website to fix it. Very difficult to get rid of these messages. I think he's been on the internet with no firewall and antivirus and devils have got in. Won't let me load antivirus software and has a mind of it's own.
Assuming the thing is riddled with trojans, keyloggers, dialers, viruses etc can I format and reload windows using my oem windows disc. Is there any evil stuff that could survive this and mean a new hard disc is needed?
