Should I just use hamerite for brake drums and diff painting or is there a better solution?

smooth hammerite worked for me.

However make sure you stir it properly, one of my drums is silk, the other gloss

Just mask off the bit where the wheels contact the drums. Paint here may compress and loosen your wheel nuts.
