Powder coat the face of a wheel or the full wheel? They are steel wellar wheels, Do i undercoat aswell?

In my experience, its very hard to powder coat steel wheels as the powder doesn't get into the seams. Therefore, I'd blast the entire wheel, etch-prime it, then powder coat all of it.
