Powder coat or paint the Front hubs, uprights of a sierra donor ?

powder...i would use it for as many things as possible...but(!!!):

you must find a company doing the coating process in the right way...otherwise it will flake after a short time.(like on TVR chassis)

the surface must be clean, oilfree, rustfree and dry. steel parts should be phospated b4 the powder is applicated. powder direct on the metal will sooner or later come off.

a trustworthy comany will do all above mentioned steps..but there are lots of "cheapish" working companies....

IMO paint them, use caliper paint after electrolysis to get rid of the rust. After all its just cosmetic and prepping them for powder to keep the paint out of the bearing faces will be expensive..

Paint. Powder coat is great as long as it's perfect but it's difficult to prep and get right. Once it cracks on an edge, it peels of easily or lets the weather in behind. I'd go with Por15 every time now.

Paint THEN powder coat

Paint, on the basis that chances are something will happen to them (no matter how good the prep), and it's easier to repair paint than powdercoat.

Paint for me as the amount of times I have knocked the hubs and uprights would hate to think I had them powder coated then chip some off.

Although I have a mate who works at a powder coater, I think I'll paint them. That's once I manage to get the taper bearing off, that thing is stuck.
