Front brakes seizing on, very little pedal movement, 2 mastercylinder system, drum rear, disc front, once parked I let a little fluid out bleed valve
and brakes released, new build yet to be tested

Not enough free play in the pedal preventing the master cylinder returning all the way.

Shorten the pushrods! Might be worth doing a search on here?

Had exactly the same thing on my Locost last year. As mentioned, reduce the length of the pushrod and all should be fine. Mine occurred after swapping
the Sierra MC for a FIAT one to improve feel and performance. Front wheels locked to the point of lots of revs just gave lots of tyre smoke from the
rears!! Cracking the bleed nipple open released the brakes for a short time then they eventually locked solid again. If I remember I removed about
4-5mm off the pushrod and it was a world of difference.
Backing off the rears won't cure it. What's happening is the front brake lines are pressuring up but not releasing when you take your foot
of the brake so the rears won't have any affect.

I
Master cylinder push rods not allowing the pistons in the master cylinders to return fully against the stop washers at the end of the
cylinder.
You need to shorten the push rod adjustment. And/or fit a pedal return spring.
