axle width measuring

Hiya folks,

I have seen many posts on here saying that a cortina axle is x inches, a mkI escort is x inches etc etc.

Where are these measurements taken from? outside of brake drim to outside of brake drum? or from inside of back plate to inside of back plate?

The reason i need to know is that i can ID my own axle as i need to fit a wider one because the offset on my wheels makes them sit way inside the arches at present.
