Too much wheel and not enough tyre IMHO.
bear in mind that a locost - or any se7en type car weighs between 500-600 kg and will typically be running pressures of around 18psi cold. They really are very different to a ton of saloon car and have very different requirements.
My own preference is for 13" wheels and 185/60x13" tyres - as is caterham's - but I realise that most people don't want to go for so little wheel nowadays. If you really must, go for some 15" rims and 195/50x15"s, but IMHO 17" wheels on such a small and light car would not be a good choice.

feel the weight of 17" alloys with tyres...I've got 15" alloys and they are heavier than standard 14" steels fitted to the donor Sierra even though they are the same diameter!

My advice would be go for the 13" if poss, if not get the lightest 15" you can find.
