Steering Column Mounting - Pt.2

Here we go again!!

The Sierra column has an aluminium clamp at the dashboard mounting (fixed by 2 nuts & large washers).

Which is best way of attaching this clamp - above or below the chassis mounting brackets? (E.g. on the Sierra it's mounted above).
