Can that really be proper electroplated chrome?? or that lookalike chrome paint, it doesn't look at all like 'proper' chrome.

It's probably a wrap. There are probably a hundred, if not more, cars wrapped like that on the road and they don't seem to have any
trouble with insurance!
He is probably trying to insure it as chrome plated not vinyl wrapped
