Can you please clarify how the Fiat valve is connected, on your vehicle?
For example, is there a link between some part of the suspension, and the valve? Perhaps a picture could help.

It won't really adjust the brake balance but it will adjust the maximum pressure that the rear brakes receive before the valve closes and
shuts off any increase in pressure to the rear brakes --- simples.
If on the bracket you have a screw adjuster that acts on the plunger in the valve you screw it in to let more pressure to the rear brakes -
But take care too much rear brakes can throw you into the scenery in the blink of an eye.
Always test on a good clean dry road surface, start testing a low speed, always stop adjusting towards the back when all 4 wheels start to
lock together then then back off the adjustment towards the front again, the front brakes must always lock before the rears on dry roads.

Thanks British Trident...
I can access the top of the valve, and it it looks like the top of a very small open spanner.... when I press the brake pedal the spanner top thingy
(i asume this is linked to the vlave itself) gets pushed up a fraction...

To make it adjustable you need an extra bracket threaded to take a set screw bolt with lock nut. The pushed directly on the plunger you have
described more it pushed the plunger in the higher the pressure shut off pressure.
Bracket needs to be pretty robust and stiff in bending as the force from brake hydraulic pressure acts on it.
