Does it matter which way up the top hat washer go on the seat belt bolts?

Not sure, but all the seat belts I've seen come ready assembled with the bolt secured by a fibre washer

The head (larger diameter) goes between the belt bracket and the chassis captive fixing.

Do I need to get some fibre washers? And if so do you put them between the top hat washer and the chassis or washer and bolt?

The fitting kit that came with my belts had no fibre washers. The belts ate very secure but still swivel.

Some come with a wavy washer that goes between the head of the spacer and the belt bracket.

I just want to make sure I get this right before I tighten all my seat belt bolts up.
It tightens up like in the picture I don't need to put a washer between the spacer and the bolt?

Do you actually need the mounts to swivel for the iva? I was planning on bolting them down without any top hat washers so they can't move.

Yes, the belt mount must swivel. This allows the loop of belt through the mount to lie along the bar in the mount with the tension spread equally across the belt loop, whatever movement the wearer makes. Otherwise it may be possible for all the strain to be on one edge of the belt, tearing progressively through it in the event of a crash.

Mine don't swivel and passed SVA no issues. My belts never came with any top hats and looking at the picture a top hat would never fit like that one throught the belt buckle hole.
I apologise in advance for going off topic but to save adding another thread and when the O/P's question is answered could someone possibly measure the bolt hole diameter in the belt fixing buckle for me? This has been bugging me for around 3 years now with mine.
