Is it required to panel from the bottom edge of the dashboard back (I.e towards the engine bay)? If so, is this best done in the same way as the transmission tunnel or is it better to be easily detachable?
For IVA?
the bottom of the dash needs a certain radius on it,but there is no requirement for a panel otherwise.
They check with the sphere under the dash, so yes it needs to be paneled. I used plastic sheet.
There is an imaginary line drawn from underside of dash horizontally forwards, all thats above is tested with a 165mm sphere, and below a 100mm sphere. So its not essential but depends on whats above the line.

Nothing under the dash was tested in my IVA last August and I can clearly see my fuse box and the main wires from the battery.
Ditto under the steering wheel, although I did put corrugated tube over the brake lines where they passed under the steering column (again, not
tested).

On review the imaginary line is 150mm above the seat. But behind dash is still checked with 165mm sphere.
I would say items between the 150mm line and the vertical line from the bottom of dash are checked, hence the item shown in the pic being below the line from the dash?
