Non - Critical area behind steering wheel

Can someone tell be the rules regarding the dash area around/behind the wheel where we can have 'pokey out things' as I guess this is where my choke knob will need to be

I seem to remeber that it needs to be within 230mm of the steering wheel edge to be acceptable.

127 from outermost edge of steering wheel and bounded by horizontal line along bootm outermost edge of steeering wheel.
