I have a 4 point Sabelt system in my car, but I find that the pulled straps flap around at speed.
Is there any good ways of stopping this from happening. I currently tuck them in, but it does not stop them from working loose - normally at the
mose inconvenient times.
Whats the best way of stopping this?

I put a cable tie through the stitched bit at the end of the loose strap and around the main part of the harness. This still allows adjustment but stopp the free end flapping around.
I have used the sabelt velcro fastening shoulder pads which do very little to pad the shoulders but they do hold the straps down and stop them flapping about
I tried the velco, it did not stay stuck to the belts for very long, and they way I had set it up meant that the straps were not fully adjustable
cause the velcro pads go in the way.
I will look into the shoulder pads.
As yes, it stings when you are bumbling along and BANG you have a belt whipping around your head.

I feed mine back through the top buckle again, so the flappy bit is behind. Presto, no smack in the face!
Cable ties for me Very offputting at speed. Legal limit of course !
you would have thought the belt manufacturers would have done something about this? like some velcro on the belts?
yes, it is annoying, not to mention painful but me not being a big girls frilly blouse, I just ignore it 
(that and tucking them in helps too).
Pegs or Bulldog clips even the large Paper clips also work, The sticky velcro came undone on mine as well so not only got slapped in the face by the flailing belt also had the belt stuck in my hair
Someone gave me some velcro straps which work a treat. Self adhesive velcro lasted till the end of my street.

I just tuck 'em under the strap, if it's tight enough, it won't work loose.
Of course that will only work if there is enough to tuck in
