Should the horn work with the ignition off?

I have the horn on the indicator stalk but it only works when the ignition is on and the power is going to the indicators. I cant find anything in the IVA manual (so you cant tell me the answer is in the quote )

hmm, i don't think it needs to. never needed to use the horn with the engine off, so i don't know how they normally work. in fact, mines broke anyway lol

Horn normally works without the ignition.

go and try it on your tin top... if it works.. you will probably find it will need to for the IVA

Dont think my Golfs horn works with ignition off.

don't think mine did either ^

brake lights used to work with ignition off, they don't anymore
don't think you can flash main beam with the ignition off anymore either

All tintops i have ever owned have had the horn work with ignition off but so has headlight flash. I cant find anything in the IVA manual to suggest this is a requirement (h/l flash isnt even needed!)
