Harness bolt tophats - which way up?

I have harnesses bolted to my rollbar with bolts and top hat spacers. I went through sva with the harnesses not fitted through my cobra harness slots. I now want to put the straps through the harness slots and will be replacing the bolts too incase they have yielded... But my problem is with my new bolts the head is a little smaller and seems alarmingly close to the size of the hole in the harness strap plate and looks like it wouldn't take much force to pull through.

I used to have the spacers with the wider part below the harness and am considering flipping them to still allow the harnesses to move but without danger of pull through. Question is which way should they actually be up??

I dont think it would matter which way you have them but i have mine up as you had them

Put the spacers under the harness!have a look at a tintop if in doubt
