Many many years ago I owned a Ford Corsair I told you it was a long while ago, but I digress, and in it the handbrake was under the dash don't know the tech term for it and wondered if a) possibility of something along this line for my lowcost and b) sva compliance.
Any suggestions info greatly appretiated

thats what were using on my brothers mk indy.
we have the mechanism off a citroen gs.
loads better than the lever in the armpit or the out of reach when strapped in versions you see in most locosts.

Chrome MG Midget h/brake on the passenger side of the tunnel , fab & groovy.

Stats, they call the 'umbrella handle' handbrake levers, dure to the resemblance to, well, and umbrella handle (god I'm sharp aren't I!). I think that Bedford Midi vans have them fitted, as do Nissan Cabstars and the aforementioned Citroen GS. They are neat and the only issue I can see is the usual radius one.

I think that we might be building the same car albeit mine is a little later what with cvh, handbrake lever just wish i was a bit nearer the completion to roadworthyness like yours

In Canada the ford courirer 1981 anyway (same as early mazdas pickups)had the hand brake as a "T" handle that was pulled straight out from under the dash and released with a twist of the handle. It was a very neat clean instalation that was not in the way - but still easy to use for uses other than parking.
