Fuel tank design

Hi Folks,
I am going to have a tank made to fit in my R1 powered buggy.

My questions are:
1, What size should the "unleaded restrictor" be in the filler neck/ tube?
2, How far down the tube should it be? i.e. how much fuel pump at the filler station needs to go inside the tank?
3, The areo cap I am using has a beather in it, do I need another breather outlet near the top of the tank and a breather pipe to hang below the floor line?

The car is to be SVA'd so I need to meet all the requirements.

I have attached a pic in an effort to describe what I mean in my first 2 questions.

I think the leaded nozzle is 25mm dia so around 22mm would be good.

The distance down the neck is pretty flexible - it has just got to prevent the leaded nozzle from being used. I think mine is about 30mm down.

If your cap has a breather then you won't need another one on the tank.
