As long as it can pass the radius test I don't think the IVA testers care about heat issues.
Mine didn't have one and passed ok last year. I suppose it might have changed.

No you definitely don't need one. (Unless someone knows different?). I put mine on AFTER the IVA as I had reservations about the corners on it.
