easily acheivable although depends on how new you want it. Should be able to find a 10 year old VW TDI passat diesel for under 1k cones with air con and for a couple of quid you can fit cruise control.

I've got a R reg passat estate tdi it's got alot of miles (220k ish) but runs like a sewing machine does have air con but never used it so don't know if it work but would be well in your budget, let me know if your interested and I'll pm you more details and pics

I thought it should be achievable, I know its going to be 10 years old plus and probably have 120k+ miles. I've seen some Mondeo tdci's, 406's, Passats etc

You could get an A6 for around that money and they look awesome at that age, and go well too! They obv usually have the required equipment too...
