I'm looking for the bottom half of a mk2 non-PAS Sierra steering column downlink.

Its the straight bit (no UJ) with one splined end to connect to the rack and a triangle clampy thing at the other end

Yes. It has a rubber donut UJ at the rack end and a triangular clampy thing at the Sierra column end.
