Steve
I recently got one for swmbo, got it from the apple store. 16gb with 3g and it was a refurbished unit. When I got it opened I swear it was brand new.
All the cases still have protective sleeves on as well as the screen. All sealed in new box and every thing. Looked no different from a new one and
has same warranty as new. I thinkk it cost me about £350 delivered.
Have a look on apple website, type in search ipad refurbished. I asked the same question on here a little while back and someone else had got a refurb
one and he too said he was convinced it was new, so I went for it. Been perfect and she has not put the blooming thing down.
Here is a link...APPLE STORE IPAD2 REFURB
Good luck

Refurb can often just mean customer return, though some manufacturers will put new external plastics on over a repaired mainboard.
Don't know what apple do though.

Have a look on avforums... there is a tablet / ipad for sale section. I picked up a mint 1st gen 64gig for £200 but that's just on example,
there's all sorts for sale on there and much better than the dreaded bay of E
